Covalima Prepared to Receive Local Power, WFP Confirms Municipal Readiness

Covalima, Debos, 23-03-2026 – Covalima Municipality is currently considered ready to receive the implementation of local power or decentralization, according to confirmation from the President of the Municipal Authority (PAM), Miguel Armada Cardoso, preparations are underway through coordination with local leadership and community, with the objective of strengthening and strengthening development autonomy at the local level.

President of Covalima Municipal Authority (PAM), Miguel Armada Cardoso, in an exclusive interview with Média Mudansa journalist, said that the municipal government has held meetings with the suku council, municipal advisory council and conducted working visits to communities to share information and raise awareness about the importance of local power.

“Kovalima Municipality is ready. We have identified human resources and natural resources that are important to sustain decentralization,” said President of Covalima Municipal Authority (PAM), Miguel Armada Cardoso at Ahi Narae Hotel, 23/03/2026.

WFP said that in the area of ​​human resources Covalima has sufficient capacity, with people with bachelor’s degrees up to one thousand, one hundred master’s degrees and doctorates are also available.

While having natural resources, Kovalima is considered rich in oil, manganese and teak, which can be potential for the development of the municipality’s economy.

Regarding the state criteria, WFP explained that there are three important areas: administration, finance and heritage. He affirmed that the municipality is prepared to manage these resources when local power implements.

“The government plans to implement local power by 2027, and this will also establish municipal assemblies as “small parliaments” at the local level,” said WFP

However, WFP admits that there will be challenges, especially in the use of specialized human resources and natural resource management. But he is confident that the challenges can be resolved through discussion and collaboration between all parties.

Related to decentralization, WFP said that there is a strategy to prioritize the continued gathering of ideas from the community, veterans, churches and youth, to form an inclusive development plan.

WFP also asked the people of Covalima to strengthen unity and work together.
